Basically, 80% either did not vote for Labour, or didn't vote at all. To get back into the EU a referendum would be required. This time they will have to include a super majority vote, as they cannot risk another close vote to leave. However, if that majority vote is set at, let's say, two thirds, then Leave would win again.
