West Yorkshire's deputy mayor for policing and crime said Mr Masum was known to the victim and was considered "very dangerous".
Speaking to BBC Radio 4 on Monday, Alison Lowe said: "Habibur Masum is still at large.
"There is a very complex investigation currently ongoing with all forces in the country trying to locate the suspect.
"We don't think this was a random killing, the police know the two people were known to each other."
Anyone who sees Mr Masum is urged not to approach him and to phone 999 immediately.
Mr Masum, who is described as Asian and of a slim build, is from the Oldham area and is believed to have links to the Burnley and Chester areas.
CCTV footage appears to show him wearing a duffle coat with three large horizontal lines of grey, white and black, light blue or grey tracksuit bottoms with a small black emblem on the left pocket and maroon trainers.

"This was someone who knew the victim and is highly unlikely to be a risk to anybody else in Bradford or wider West Yorkshire."
The victim has not yet been formally identified but police said her family had been informed and was being supported by officers.

A mother who was fatally stabbed to death while pushing her baby in a pram in Bradford has been named as 27-year-old Kulsama Akter from Oldham.
Ms Akter was attacked in the Westgate area on Saturday. Her baby was not harmed, West Yorkshire Police said.
Officers said murder suspect Habibur Masum, 25, remained at large but said a 23-year-old man had been arrested on suspicion of assisting an offender.
Police said anyone who sees Mr Masum should call 999 "immediately".
Speaking at a press conference on Monday, Assistant Chief Constable Damien Miller said Ms Akter died after being stabbed "multiple times". He said the baby was "fit and well".
He said the killing had caused a "great deal of shock and concern, not only in Bradford, but across the whole country".
Raids have taken place in Oldham, where Ms Akter and Mr Masum were both from, as well as in the Burnley and Chester areas, he said, but would not confirm where the 23-year-old man had been arrested.
Ms Akter was found seriously injured when officers were called to Westgate at about 15:21 BST near to the junction with Drewton Road. She was taken to hospital for treatment but later died.
After the attack Mr Masum was seen on CCTV getting on a bus at about 15:30 BST, police said.
ACC Miller said the suspect got off the bus in Killinghall Road at about 15:42 and walked in the direction of Bradford Moor Park.
He said this was "the last confirmed sighting" of Mr Masum.
He appealed for any taxis drivers who may have picked up Mr Masum on Saturday afternoon to come forward, saying that he would have "most likely paid in cash".
"I believe Masum is still in the country at this moment in time," ACC Miller added.
West Yorkshire Police and Greater Manchester Police (GMP) have both referred themselves to the Independent Office for Police Conduct as both forces had prior contact with the victim and Mr Masum.
Police have previously said Ms Akter and Mr Masum were known to each other, but have not confirmed the nature of their relationship.
Det Supt Jude Holmes from GMP Oldham district said: "We share the shock and concern that our communities feel in the wake of this tragic incident, and our thoughts are with Kulsama Akter's family at this truly distressing time."
She said the force had provided "specialist officers" to support the search for Mr Masum.
"I urge members of the public to remain vigilant, and if you have any information on his whereabouts, call 999 as a matter of urgency," she said.

A man suspected of stabbing a woman to death in Bradford city centre was on bail accused of assaulting and threatening to kill her.
A manhunt is under way for Habibur Masum, 25, who is wanted on suspicion of murdering Kulsuma Akter, 27.
She was pushing her baby in a pram when she was attacked on Saturday.
Mr Masum was bailed by magistrates in November after being charged with assaulting and threatening to kill Ms Akter, offences which he had denied.
Court documents show Mr Masum was charged with threatening to kill Ms Akter on 24th November and assaulting her on 23rd November. Both offences were alleged to have happened in Manchester.
Mr Masum pleaded not guilty to both offences at a hearing at Manchester Magistrates' Court on 27th November last year where he was released on bail and ordered not to contact Ms Akter, it is understood.
His bail conditions also prevented him from contacting a second person, or visiting a particular address.
Police previously said Ms Akter and Mr Masum were known to each other, but did not confirm the nature of their relationship.
West Yorkshire Police and Greater Manchester Police (GMP) have both referred themselves to the Independent Office for Police Conduct (IOPC) as both had had prior contact with the pair.
Ms Akter was found seriously injured at about 15:21 BST on Saturday when officers were called to Westgate near the junction with Drewton Road. She was taken to hospital but later died. Her baby was unharmed.
After the attack Mr Masum was seen on CCTV getting on a bus in Market Street at about 15:30.

I wondered how they identified the syspect so quickly,he was on bail for assaulting and threatening to kill the poor woman....the courts are far to quick to bail people for serious offences when they should be remanding them in custody. I notice in the news 2 scumbags who stabbed a young footballer to death in a nightclub got 26 years and 25 years in prison for murder,these 2 will still be in their 40s when they are released...if we cant have capitol punishment then surely a life sentence should be for the rest of their life ?

Update on the Bradford Stabbing: Man arrested on suspicion of Kulsuma Akter murder..
A man suspected of fatally stabbing a woman as she pushed her baby in a pram on a Bradford street has been arrested.
Habibur Masum was detained early on Tuesday morning following the death of 27-year-old Kulsuma Akter on Saturday.
Detectives said they had arrested a 25-year-old man in Aylesbury, Buckinghamshire.
The arrest followed a nationwide manhunt for Mr Masum, after Ms Akter's death in the city centre attack. Her baby was unharmed.
Det Ch Insp Stacey Atkinson, of West Yorkshire Police, said the arrest followed a "tragic incident in which a mother has lost her life in the most horrific of circumstances".
"We understand that this has caused a considerable amount of concern in the local community," she added.
Churches and mosques across Bradford have been opened to allow people to grieve and pray, the assistant curate of Bradford Cathedral said on Monday.
In February, Newsnight revealed that nine women had died since 2019 after having previously reported domestic abuse to West Yorkshire.
Updated figures broadcast by Newsnight on Monday, obtained through a Freedom of Information (FOI) request, indicated that 18 women had died since 2018, following contact with West Yorkshire Police over domestic abuse-related matters.
In response, West Yorkshire Police said that it had delivered additional training to officers on dealing with domestic abuse.

The mother of a woman stabbed to death as she pushed her baby in a pram "cannot stop crying", her family has said.
Kulsuma Akter, from Oldham, was killed in Bradford city centre on Saturday afternoon.
Her cousin Aftab Miah said the 27-year-old had been "polite and humble" and "made the people around her laugh".
He said that her family were "devastated", with her mother in Bangladesh distraught.
Mr Miah added that the family wanted "justice".
Ms Akter was attacked at about 15:20 BST on Saturday as she pushed her baby in the pram along Westgate.
Emergency services were called, but she was pronounced dead at the scene a short time later.
A 25-year-old man was arrested on suspicion of murder earlier in Aylesbury, Buckinghamshire, following a nationwide manhunt.
Mr Miah said when he spoke to Ms Akter's mother, she had "never stopped crying" and was "all the time mentioning her name".
"All we want is justice, nothing else," he added.
"Not revenge or anything, just justice for our sister."
He said Ms Akter had moved to Oldham about two years ago with her husband and had been "very caring and humble".
"She had a good personality, she used to make people laugh," he said.
"She was a wonderful lady."

They are very very rare (this is what we are told repeatedly) and happen on an increasingly regular basis. I agree,Halleys comet or a total eclipse are very rare,sadly fatal stabbings have become a regular occurence and are only 'a very rare incident' in Police jargon.

Ms Akter, 27, was found seriously injured at about 3.21pm on Saturday when officers were called to Westgate in the city centre. She was taken to hospital but later died. Her baby son was not harmed in the attack. Ms Akter's cousin Aftab Miah told the BBC she had come to the UK from Bangladesh two years ago with her husband, Mr Masum, who was studying in the UK. West Yorkshire Police has referred itself to the Independent Office for Police Conduct (IOPC) as it had prior contact with Ms Akter before she died. Mr Masum was arrested in Aylesbury, Buckinghamshire, in the early hours of Tuesday. A 23-year-old man arrested in the Cheshire area on Monday on suspicion of assisting an offender has been released on bail, West Yorkshire Police said. Four other men were arrested in Aylesbury on suspicion of assisting an offender and drug offences. The men aged 23, 26, 28 and 29, from the West Midlands area, are currently in custody, the force added.
