Team owners often threaten to up sticks and leave in order to force local authorities to pay for their new facilities. The reverse is often true as well, being used to lure teams away.
It's a pretty shocking way of carrying on, blackmailing the taxpayer into chucking money at your private enterprise under threat of moving halfway across the country if they don't.
