No, it's a nonsense article. How can you claim that lack of investment has cost 20b quid! I know it's an anathema to you, but some do try and predicate their decisions on current stats and forward projections. It is not always right of course but it is better than throwing chaff in the air to see which way the wind is blowing. I understand that is the favoured methodology of the Reform Party. Probably why they they calculated 50% of 0.5 to be 0.35. Amazing really
