Has anyone seen confirmation anywhere about the away goals rule for Conference play offs?

I believe that the gist was that the game would go into ET (in the event of the score being level after 90 minutes of the second game) and then penalties . . . but away goals would not count as double.

Divide the number of away goals by the ratio of home fans to away fans and multiply by final league position. If the result is greater than the goals scored by the home teams over both legs, then that team has three balls entered into the play-off lottery draw which is held immediately after the Wembley final.

Rule 13.3 of the Football conference states that promotion, relegation and lateral movement of clubs shall be in accordance with the principles established by the FA leagues committee.
Rule 2.4 (FA league) In the Semi-Finals, the first leg shall be of 90 (ninety) minutes duration. If the aggregate scores are level at the end of 90 (ninety) minutes in the second leg, extra time will be played. If the scores remain level at the end of extra time the tie will be determined by the taking of kicks from the penalty mark, in accordance with the Laws of Association Football.

I just wish every competition had the same rules.
Why does The Champions League have the away goals rule? But The Conference doesn't?
The same applies for promotion, why is The Conference different in that only 1 club gets automatic promotion, whereas every other division, has 2-3?
It shouldn't matter what level of football it is, the rules should apply the same

Which is absurdly short sighted because in reality everyone would be better off. If more clubs could go up from the Conference then relegation from the Conference would be far less of a catastrophe for the clubs that go down. There's also a reasonable amount of evidence suggesting that increasing the number of promoted has resulted in more investment and interest in the Non-League game (although perhaps not always the kind of direct investment you'd want). And, yes, I have been arguing this for donkeys years. But the original poster is confusing the rules of the game with competition rules. The rules of the game generally don't change, competition rules change all the time for various reasons. There was a time when the league cup seemed changed every single year.
