I'd argue whoever thinks that, has never seen Sinclair tackle!
I'd say that was fair enough from what I've seen. Sinclair on the front foot and in the opposing half is really good and he's decent enough when there's broken play in midfield. He chases players down, presses high and is generally a world class pain in the back side. When the opposition is coming at him though and when we've dropped a bit off he doesn't seem as effective to me; whereas some midfield players are really good at reading when to go in and try and intercept a pass or fly into a tackle and when to hang back and be patient (Campbell was the best I ever saw at that) Sinclair doesn't seem to have that in his locker. He just doesn't seem to break up opposition attacks very often to me and often makes the wrong decision in that situation which is a key aspect of Centre midfield play. Which is fine - that's not necessarily his job in the side but it means you need to be a bit careful who plays alongside him. I think you saw that against Gateshead when they were able to control the midfield through patient build up play and we weren't able to really get near enough to them or get Sinclair on the ball. Once we bought on the extra defensive midfield player and pushed Sinclair up it was a different story.
