176k stolen, all bar 42k recovered and that is covered by a charge on a property being sold apparently.

That is a lot of dosh. Not sure how the charge on a property relates to money allegedly stolen? If somebody owes you money then you can place a charge on their assets. I've done it myself and it's a very affective way of getting your money but sometimes it can take rather a long time unless you go to court and force a sale.

(cast in stone beat me)

I'm guessing that the SC have a charge on a property for that amount of money and that property is currently being sold. When sold the SC will get their £42k.

This is all well and good. But stolen by whom? I believe the recently vacated treasurer's role may offer a clue

Second if they already have a mortgage on it. The owner of the property have to agree to the charge. Not if the debt is pursued through the courts but I expect that in this case they agreed to it.
